This United-States-based author from Great Britain mentions these variations on the theme of a "Balkanised Europe" about a dozen time in his 380-page "The Fruits of Victory". This 1921 "Sequel to "The Great Illusion" (London 1909) competes with Keynes' somewhat older bestseller.
